April 3, 2020 Uncategorized

BACOLOD CITY, April 3 (PIA6)— The Bacolod City government recently placed four areas in the city under Ultra Risk Area (URA) status to manage an area known to have positive 2019 coronavirus disease case.

This came on the heels of Executive Order No. 28 “Identifying and Sealing Off of Ultra Risk Areas” signed by City Mayor Evelio Leonardia on March 31 which authorizes barangays to identify and seal off URAs under the Enhanced Community Quarantine.

URAs are identified areas, homes in the barangay having residents with positive COVID-19 patients and have not recovered and are either in the hospital, home, quarantine area or may have died having symptoms of COVID-19 but without confirmatory results.

Under the order, the barangay has the power to, in consultation with the City Health Office, to immediately place the area under complete lockdown for at least 14 days beginning at the date determined by the authorities.

The CHO shall inform the punong barangay on the status of the identified area, conduct inspection and determine the extent of the lockdown to be imposed, and set specific dates, based on the order.

Also, as per the order:

– In a fenced subdivision, only the patient’s residence and all the people in the house will be sealed. When the house is separated by walls, covered in the sealing-off will be houses surrounding it while in a densely populated areas, a 50 meter radius stretch will be considered and all resident within will be on lockdown.

– The police and barangay officials will conduct a thorough information dissemination in the area and immediately set up checkpoints to manage the coming in and out of the people.

– The Barangay Health Emergency Response Teams (BHERTs) shall facilitate the needs of the households under lockdown and monitor new cases to be reported to the CHO.

– Food assistance will be provided to qualified families or a rolling store can be set up outside the lockdown area. The lifting of lockdown will not be automatic but will depend on the assessment of the CHO.

As of this date the four areas under URA include Prk. Banawe, Brgy. Villamonte, Rosario Heights and Dona Juliana – Brgy. Villamonte and Brgy. Taculing.

Mayor Leonardia continues to appeal to the people to stay inside their homes and observe the quarantine rules. (JSC/LLJR-PIA6)
