Digos City placed under enhanced community quarantine

DAVAO CITY, April 8 (PIA) – Digos City Mayor Josef Cagas has imposed a border lockdown in the city effective 6:00pm today (April 8), to further protect the city from the threat of the Coronavirus Disease (COVID-19).

Cagas issued Executive Order No. 27 on Tuesday (April 7), declaring the entire city under Enhanced Community Quarantine to be enforced indefinitely.

The ECQ guidelines implement more stringent measures such as border lockdown where all public and private vehicles from Digos City are prohibited from entering and exiting city borders.

Exempted from the lockdown are those with legitimate banking transactions in the city, members of Task Force COVID-19, medical professionals, health workers, and organic PNP and military personnel.

Food deliveries or supply chains, persons working for the city government and nearby municipalities, cities and provinces, and workers from other areas and residents working outside the city are also exempted from the lockdown.

Businessmen selling food products or operating food business such as restaurants and bakeries from outside the city may enter and exit Digos City only once a week to buy ingredients and products, provided they show proof such as business permits or certifications from their LGUs.  

Farmers or farm workers are also allowed entry, but only once a week and provided that they can provide proper identification and certification issued by the City and Provincial Agriculture Office.

Under the ECQ, operations of all passenger multicabs, passenger jeepneys, passenger vans, buses and other public mass transportation including motorcycles for hire, are suspended.

Tricycles, as the main public transportation mode in the city, are allowed to operate, but must follow the “odd-even scheme” schedules.

Tricycles with plate numbers ending with an even number can take a trip on Mondays, Wednesdays and Fridays, while those with plate numbers ending with an odd number will operate on Tuesdays, Thursdays and Saturdays.

Operation of tricycles for mass transportation shall be suspended on Sundays, while tricycles not for public use will be allowed and must indicate “for family use only.”

Cagas disclosed that the curfew hours being imposed in the city will still be between 9:00pm to 5:00am.

However, he said that under ECQ, all business establishments and public markets will be closed starting 6:00pm, except for hospitals, clinics, pharmacies, drug stores, funeral homes, gas stations, telecommunications, BPO and other public utilities.

The ECQ also required all government offices to employ work from home work arrangement and leave minimal employees to continue work in offices except those in security, health, services, sanitation, information, and disaster who must continue to work on full operations.

Cagas has continued to appeal to his constituents to uphold discipline and cooperation to successfully achieve the purpose of preventing the spread of the deadly COVID-19 in the city.

He thanked the law-abiding constituents for their cooperation, and warned those who defy orders that with the more stringent guidelines, authorities will apprehend violators.
