E. Samar guv issues EO extending quarantine period to April 30

BORONGAN CITY, April 13 (PIA) – Governor Ben Evardone of Eastern Samar issued Executive Order extending the general community quarantine period in the province up to April 30, 2020.

The issuance was based on the recommendation of the provincial health office, Inter-agency Task Force and the clergy.

On Easter Sunday, EO No. 04-21 series of 2020 extending the duration of the general community quarantine in Eastern Samar until April 30, 2020 with modifications was issued.

By modifications, the order had some new provisions.

All forms of assemblies, social gathering, concerts, public events, and parties are prohibited. Notwithstanding the foregoing, the Government may hold conferences, meetings, or public sessions that are deemed essential to the general welfare of the constituents.

The order also stopped the operation of cockpits, internet cafes and other gaming operations.

It also decreed to stop operations of nightclubs, beer houses and similar establishments.

Hotels, lodging houses and housing accommodations are also asked to stop operating.

Also asked to stop operating are public swimming pools and resorts and entertainment areas, recreation and sports areas and other areas where social distancing cannot be observed.

Other business establishments not similar to those earlier cited can resume operations provided they wear masks all the time and their workers do not report for work if they feel COVID-19 symptoms, that they still observe social distancing, they regulate the flow of customers to avoid crowding, observe proper hygiene and sanitation measures.

These establishments allowed to operate should also implement minimal deployment or skeletal force or arrange schedule that no worker shall travel in and out of the province. As to liquor, its sale, purchase is totally prohibited.

Restaurants may operate provided they only accept orders of take-out and delivery of food. All daily wage earners including construction companies may operate provided they observe social distancing and health protocols.

The EO also ordered that no sail policy shall be enforced within the coastlines of the province except those provided in the Inter-Agency Task Force. The crew should observe social distancing and proper health protocols.

Section 4 of the EO also provided that importation and exportation shall not be allowed without a valid permit from the authorized agency.

All are ordered to wear face masks in public places.

All classes in public and private schools are suspended until the duration of the Executive Order.

All government agencies operating within the province are mandated to continue implementing alternative work arrangements, the EO said.

The governor said that he issued the EO to continue protecting the people of Eastern Samar.

“We need to sustain our zero COVID-19 record by strengthening and reinforcing checkpoints in all entry points to our province at Taft, Lawaan, Arteche and Jipapad, and our coastlines, especially so because there were positive cases in Western and Northern Samar,” Evardone said in his message to Estehanons.

“But there will be modifications in our inter-municipality arrangements by allowing regulated travel of essential goods and people, most especially those daily wage earners, like construction workers, fishermen and farmers.”
