Over P17-M LDRRM fund realigned for COVID-19

CABARROGUIS, Quirino, April 9 (PIA)—The Sangguniang Panlalawigan here has passed a resolution authorizing the realignment of a part of the 70 percent Local Disaster Risk Reduction and Management Fund (LDRRMF) for 2020 amounting to P17,000,475.00 to be used for projects, programs and activities to combat COVID-19 in the province.

Resolution No. 36 stated that there is a need to procure additional Personal Protective Equipment (PPEs), supplies and medicines, as well as provide relief goods to the affected constituents of the province to help them go through with the Enhanced Community Quarantine.

“There are programs/projects funded under the LDRRM Fund which implementation could be deferred at the moment and could be used to augment the inadequacies in this time of emergency,” the resolution stated.

These programs include Research and Benchmarking; Slope Protection and Line Canal along Dibibi-Dingasan Road; Slope Protection Structure along San Bernabe-San Salvador Road; Slope Protection and Line Canal along Villa Ylanan-San Martin Road (Phase I); GIS Project: GIS-based Agriculture Information System; Trainings and Early Warning Equipment/Rescue Equipment for Barangays; Subscription to NMIS; Completion of Multi-Purpose Building and other DRRM-related activities.

Under Appropriation Ordinance no. 2, the appropriated amount of P17,475,000.00 will be used for relief goods (rice)-P 2,800,000.00; additional PPEs, supplies and medicines- P13,534,500.00 and the P1,140,500.00 shall serve as buffer fund, which PPAs shall be agreed upon and submitted to the SP office and all concerned offices, for proper accounting and record purposes.

It can be recalled that the Sangguniang Panlalawigan also authorized in its Resolution no. 31 the appropriation of savings from the 2019 LDRRMF-Special Trust Fund in the amount of P10 million for projects, programs and activities to combat COVID-19 in the province.

Both resolutions stated that with the still alarming increase of Covid-19 cases in the country, there is a need to immediately allocate additional funds for proper mitigation to abate the entry and spread of Covid-19 in the province. (MDCT/TCB/PIA 2-Quirino)
