MGCQ in Bohol continues until Aug 31

CORTES, Bohol, Aug. 1 (PIA) –- Considering the confirmed community transmission of the corona virus which has already caused deaths in Bohol, Gov. Arthur Yap extended the effectivity of Executive Order No. 33 and further placed the entire Bohol under the state of Modified General Community Quarantine (MGCQ) effective Aug. 1 to Aug. 31, 2020. 

In Executive Order (EO) Number 39, which extended the effectivity of EO 33, the governor also asserted the prohibition on the operation of karaoke TV bars, nightclubs, cinemas, karaoke joints and bars, as well as cockfighting, betting, and other gambling activities.

With EO 39, the governor has again stretched the inbound travel ban whether by air or sea routes, the 9:00 p.m. to 5:00 a.m. provincewide curfew, mandatory use of facemasks outside the homes, use of one home quarantine pass per household, and restricted travel for senior citizens over 65 years old and minors especially when unaccompanied by parents or guardians. 

UNDER EXTENDED MGCQ. DILG Sec. Eduardo Año tells Boholanos to continue with the no-back riding policy or install a barrier so that spouses can ride in tandem. While a proposal for the use of the full face helmet is more practical and safe, the DILG said their studies conducted in Metro Manila bared that most motorcyclists wearing full face helmets often open up the face shields, endangering its back rider instead. EO 39, however, citing the Inter Agency Task Force on the Management of Emerging Infectious Disease Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines and as amended on June 25, 2020, now allows the operation of internet cafes and shops at half their capacity but only for educational and work-related purposes.

By this, the EO still bans the operation of internet shops and cafes for online gaming and amusement purposes.

By the same guidance, prior to their resumption of operations, internet cafes and shops shall secure a clearance from their respective city or town local government units after showing they can impose and implement minimum health and safety protocols.

The same EO empowers the Philippine National Police, city and municipal business permits, and licensing offices and barangay officials to strictly monitor the internet shop and café on their compliance to the provisions of the EO and the health and safety protocols, states the document which the governor signed on July 30, 2020.

Moreover, with some community transmissions tagged to the travel of merchants and traders across towns, the EO allows the local government units to allow and regulate the conduct and operation of public markets in the spirit of local autonomy and exercise of police power.

The EO entrusts the power to local government units (LGUs) to impose Market Coding, Clustering Scheme, prohibiting non-residents from buying or selling during customary market days, and other measures that comply with the mandates on physical distancing and other safety protocols.      

In the same EO, the governor asserted the call for all LGUS to assure unhampered movement of goods and deliveries of cargoes, goods and commodities within and across their respective jurisdictions pursuant to the existing IATF Omnibus Guidelines. (rahc/PIA-7/Bohol)
